ICT Cortex is a Montenegrin non-profit IT cluster that brings together around 40 companies and over 2,000 professionals. Through IT SPOT 2025, we connect entrepreneurs, large and small companies, the government, investors, and universities at the same table — making the conference more than just a two-day event. It leaves a lasting impact and serves as a permanent hub for new connections and joint efforts in shaping the digital future of the country and the region.

Our mission is to improve competitiveness of the Montenegrin ICT sector, through R&D, cooperation with different stakeholders and public-private partnerships. With this in mind, ICT Cluster brings added value to  its members in the fields of technology, internationalization, talent development, innovation.

Our vision is to position ICT Cluster as a key partner in the digital transformation of the economy, both for the private and public sector, by leveraging our ability to develop partnerships and promote our sector both locally and internationally.

The Chamber of Commerce is an independent, professional, business, and interest-based organization, autonomous in its work. The main goal of the Chamber of Commerce is to represent and realize the common interests of its members, and by extension, the entire Montenegrin economy. The Chamber of Commerce promotes economic activities based on a free and open market, freedom of entrepreneurship and competition, the independence of business entities, and their responsibility for obligations undertaken in legal transactions. The Chamber of Commerce encourages balanced economic development. The Chamber of Commerce is an institutional partner of the Government of Montenegro and cooperates with the Parliament of Montenegro, state administration bodies, and local self-governments. It also works with other organizations and institutions in building the economic system, proposing development and current economic policies, and addressing other issues of importance to the economy. Members of the Chamber of Commerce include all business entities, banks and other financial organizations, insurance organizations, and entrepreneurs registered in the Central Registry of Business Entities (CRPS). Business entities, banks, other financial organizations, insurance organizations, and entrepreneurs operating within the territory of Montenegro automatically become members of the Chamber of Commerce on the day of their registration in the CRPS. By decision of the Chamber’s Management Board, non-governmental organizations, associations, and other organizations engaged in activities of significance to the economy may also become members of the Chamber of Commerce, upon their request.

It is a specialized institution that brings together internal and external experts in the fields of research and development, technology transfer, EU funds, financial management, and evaluation. It is also engaged in monitoring projects necessary for the implementation of Government programs that contribute to strengthening the technological capacities of Montenegrin enterprises. Its role also includes encouraging technology transfer and the commercialization of innovations. Numerous programs of the Fund will contribute to more efficient cooperation between the academic community and the private sector, as well as encouraging the private sector to achieve a higher level of innovativeness. The Government of Montenegro has launched intensive measures in several areas to build and establish a national innovation ecosystem. The state has recognized the importance of innovation for the country’s economic development and strengthening competitiveness, and the most important step was taken by establishing the Innovation Fund of Montenegro – an institution responsible for coordinating, implementing, and financing the measures of the national innovation policy. The Innovation Fund is the umbrella state institution for the implementation of innovation policy measures and programs intended for micro, small, and medium-sized enterprises, as well as for technology transfer from research institutions. 

The Central Bank of Montenegro (CBCG) was established in 2001, following the restoration of Montenegro’s statehood, as an independent institution with the goal of maintaining financial system stability. Its main functions include conducting monetary policy, supervising and regulating banks and other financial institutions, preserving price stability, and strengthening confidence in the financial sector. The CBCG also manages foreign exchange reserves, implements measures to prevent money laundering and terrorist financing, and provides analytical support for the country’s economic policies.

The Ministry of Culture and Media performs administrative tasks related to: the development of cultural and artistic creativity; the protection, preservation, valorization, and presentation of cultural heritage; the development of creative industries; the realization of public interest in culture; the preparation of draft laws, other regulations, and general acts in the field of culture; and the provision of opinions on draft laws and other regulations governing issues related to culture.

INTERA Technological Park is a non-profit, non-governmental organization founded in 2011 with the mission to stimulate and support economic development in the Herzegovina region. Its full name is “Foundation for Innovation and Technological Development,” reflecting its focus on innovation, technology, and regional growth. INTERA offers a wide range of services: from incubating start-ups and offering modern office and conference facilities, to providing education programs (such as CNC technologies) and helping young university graduates via its traineeship program “Moja praksa” in the face of high unemployment.
